I just took a look at what the District published for the adopted assessment 2010-2011 and, not surprisingly, it was as clear as mud. Let us go over a thing or two that came up during the past 2 years.
FIRST – It looks like there are 2 assessments. THERE IS ONLY 1 ASSESSMENT! Why does this matter? If the Board passed a second assessment, they would have broken the law. To pass a new assessment, it must be put to a landowner vote.
SECOND -The role-backs from last year and this year are from the 63% increase ($126) targeted for Capital Improvements. For some reason (as explained by the accountant), they have put this particular capital improvement money in the Maintenance Budget. Therefore, when they decrease the assessment, it looks like the Maintenance is short-changed.
THIS IS INACCURATE AND A TAD DECEPTIVE. Just know that this is pretzel (twisted) logic. We thought that, with the exit of Mr. Kelter, the spin-master, the spinning would stop. It seems his minions continue to whirl.
