It is disturbing that the District legally mandated First Assessment Hearing in May, 2009 was so full of financial mis-information that  the accountant himself found it necessary to pull his faulty report.

Letter Regarding the May 7, 2009 Assessment Hearing.

Dear Fellow Landowners,
The Flagler Estates Road and Water Control District Board of Supervisors held the first of two legally required Assessment Hearings on May 7, 2009. What transpired at that meeting is highly distressing. After consulting with an aspiring accountant, I recognize my concern is MORE than warranted.

I believe a huge can of worms opened at the Thursday meeting. It was explained that the District Accountant's rampant mistakes are WAY more than an OOPS! He has legal responsibilities that he violated and he should be reported. Some actions need to be undertaken because of his gross incompetence. Perhaps it is intentional deceptions. It was also stated that understatements (lower numbers) are highly suspect. The office uses Quickbooks so I cannot understand HOW so many numbers were so far off. If the office still functions as it did during my time there, those bad numbers got past the report preparer, the highly compensated office manager and the certified public accountant.

... and remember - NO ASSESSMENT WAS DISCUSSED AT THE ASSESSMENT HEARING.

Then, there is the attorney who confessed to a multitude of violations of the Sunshine Law and Statute 298 violations. We are currently investigating SEVERAL other violations. Kudos because they ADMITTED their mistakes and promised to be good going forward. Not good enough! DO NOT FORGET THAT ACTIONS CARRY CONSEQUENCES.
